LEE MEMORIAL HEALTH SYSTEM BOARD OF DIRECTORS POLICY 10.15

Members of the Public Desiring to Address the Lee Memorial Health System Board of Directors (“Board”)

PURPOSE:

To adopt a policy providing for members of the public to be given a reasonable opportunity to be heard by the Board before it takes official action on a proposition or matter.

POLICY:

It is the Board’s policy to encourage attendance and participation by members of the public at all regular or special meetings or workshop meetings.  Members of the public will be given a reasonable opportunity to be heard on a proposition or matter during the Board’s decision making process and prior to the Board taking official action.

PROCEDURE:

The following rules and guidelines are to govern public input:

A “Request to address the Board” card should be completed (although not required) with the individual’s name, address and whether he or she is in support, opposition or neutrality on a proposition. The individual should further state whether he or she is a representative of a group or factions are also present at the meeting. 

Each individual will be given up to three (3) minutes to address the Board. Should the individual be designated a representative of a group or factions and ten(10) or more members are present, the Board Chairperson may allow the representative up to ten (10) minutes to address the Board and limit the other members of the group no more than two (2) minutes each.

Non-Agenda Items:

Should any member of the public desire to address the Board pertaining to an item or proposition which is not on the meeting agenda, such member must notify the Board Office Coordinator at least three (3) days in advance of the Board meeting in order to allow staff and counsel time to ensure the matter is within the Board’s jurisdiction.
